Outsourcing IT Services
A consultancy project to assist Lichfield District Council to evaluate its options for its internal provision of ICT
service, and to undertake a market testing exercise resulting in the outsourcing of ICT services. The project, which involved another district council in the area, involved assisting the
Council in the formulation of a partnership approach to their ICT outsoucing, writing the service specifications, based on research with the various service departments of the Council, assistance in the supplier sifting and selection, and
drafting of evaluation criteria. The project is possibly the first example of two councils jointly outsourcing their ICT services. It is also possibly the first to have the achievement of Socitm Key Performance Indicators (KPIs) integral to
the performance measures for the contract. The project follows on from earlier work to develop an e-government strategy for the Council, and to prepare the Council's IEG statement for Central Government.
